What is the Youth Rally?
The ICUA Youth Rally is a week-long leadership and scholarship experience for high school sophomores and juniors, sponsored by consumer-owned electric utilities throughout the Northwest. Held each summer on the campus of Northwest Nazarene University in Nampa, Idaho, the rally brings together more than 80 students from Idaho and surrounding states—including Oregon, Washington, Alaska, Nevada, Utah, Montana, and Wyoming. For five days, participants develop confidence and real-world skills through engaging speakers, team-building activities, games, and social events, while focusing on leadership, teamwork, cooperation, and communication. Students also have the opportunity to earn scholarships through participation, making the experience both rewarding and impactful. The program also promotes an understanding of the electric utility industry, particularly public power.

Who is Eligible to Apply?
- Current high school sophomores and juniors (spring 2026)
- Parents or guardians must be co-op members of and receive power from Raft River Electric
- Fill out the Youth Rally Application (download) and return to the Raft River Electric office by May 1
- Qualified entrants will receive an entry packet by mail. Complete the packet as instructed and return the necessary material to Raft River Electric.
